மே 21, 2023 அன்று ஆந்திர மாநிலம் விசாகப்பட்டினத்தில் அகில இந்திய பழங்குடியினர் மாநாடு நடைபெறவுள்ளது. இம்மாநாட்டில் பல்வேறு மாநிலங்களில் இருந்து பழங்குடியின சமூகங்களின் தலைவர்கள் ஒன்றுகூடி நாட்டின் பல்வேறு பகுதிகளில் பழங்குடியினருக்கு எதிரான தாக்குதல்கள் அதிகரித்து வருவது குறித்து பரிசீலிக்க உள்ளனர்.

ஆந்திரப் பிரதேசம், தெலுங்கானா, ஒடிசா, ஜார்க்கண்ட், மேற்கு வங்காளம், பீகார், உ.பி. மற்றும் வடகிழக்கு மாநிலங்களான திரிபுரா மற்றும் மணிப்பூர் ஆகிய மாநிலங்களில் இருந்து பழங்குடியின சமூகங்களின் தலைவர்கள் இந்த ஒருநாள் மாநாட்டில் பங்கேற்பார்கள் என்று எதிர்பார்க்கப்படுகிறது. இந்த மாநாட்டில் 750-க்கும் மேற்பட்ட தலைவர்கள் மற்றும் பழங்குடியின செயற்பாட்டாளர்கள் பங்கேற்க உள்ளனர். மாநாட்டின் தொடக்க உரையை பிரபல பழங்குடி எழுத்தாளர், பத்திரிகையாளர் மற்றும் ஜார்கண்ட் மகளிர் ஆணையத்தின் முன்னாள் உறுப்பினர் டாக்டர் வாசவி கிரோ வழங்குவார். தொடக்க அமர்வில் அகில இந்திய கிசான் மஸ்தூர் சபையின் (AIKMS) தலைவர் வெமுலபள்ளி வெங்கடராமையா மற்றும் பழங்குடியினர் பிரச்சனைகள் குறித்த வழக்கறிஞரும் எழுத்தாளருமான P. திரிநாதராவ் ஆகியோர் உரையாற்றுவார்கள். E.A.S சர்மா (முன்னாள் செயலாளர், இந்திய அரசு) அவர்களை கௌரவத் தலைவராகவும், ரமணமூர்த்தி அவர்களை தலைவராகவும் அடங்கிய வரவேற்பு குழு பங்கேற்பாளர்களை வரவேற்பார்கள்.

எமது பழங்குடி சமூகங்களுக்கு எதிரான தாக்குதல்கள் அதிகரித்து வரும் பின்னணியில் இந்த மாநாடு ஏற்பாடு செய்யப்பட்டுள்ளது. எங்களின் நிலங்கள் பறிக்கப்பட்டு, வாழ்வாதாரம் பறிக்கப்படுகிறது, எமது அடையாளம், கலாசாரம், மொழிகள் மீது ஏகப்பட்ட தாக்குதல்கள் நடக்கின்றன. எங்களை வலுக்கட்டாயமாக ஒன்றிணைப்பதற்கான முயற்சிகள் மேற்கொள்ளப்படுகின்றன. எமது காலனித்துவ எதிர்ப்பு நாயகர்கள் புறக்கணிக்கப்பட்டு எங்களுக்குள் முரண்பாடுகளையும், மோதலையும் விதைக்க இழிவான முயற்சிகள் மேற்கொள்ளப்படுகின்றன.

வளமிக்க எமது நிலத்தைப் பறித்து வெளிநாட்டு மற்றும் உள்நாட்டு கார்ப்பரேட் நிறுவனங்களிடம் ஒப்படைக்க ஒன்றிய அரசு “வனப் பாதுகாப்பு விதிகள் 2022” என்பதை உருவாக்கி வனக்கொள்கையில் திருத்தம் செய்து வனப்பாதுகாப்புச் சட்டத்தைத் திருத்த முயல்கிறது. இத்தகைய மாற்றங்களின் முழு நோக்கமும் பூர்வீக நிலங்களிலிருந்து எங்களை விரட்டியடிப்பதும் எங்களின் நிலங்களின் மீதான அரசின் அதிகாரத்தை வலுப்படுத்தி எங்களை மேலும் ஒடுக்க வனக்காவலர்கள் உள்ளிட்ட அரசு இயந்திரங்களுக்கு அதிகாரம் வழங்குவதும் ஆகும். மறுபுறம், எங்கள் நீண்ட போராட்டத்தின் விளைவாக உருவாக்கப்பட்டு, எங்களுக்கு எதிராக இழைக்கப்பட்ட வரலாற்று அநீதியை நீக்குவதாகக் கூறும் வனஉரிமைச் சட்டம் 2006 நடைமுறைப்படுத்துவது மிகவும் தாமதமாக்கப்பட்டு இச்சட்டத்தின் கீழ் உள்ள உரிமைகள் பறிக்கப்படுகின்றன. பஞ்சாயத்து (திட்டமிட்ட பகுதிகளுக்கு நீட்டிப்பு) சட்டம் 1996 (PESA) அமலாக்கமும் சரிவர செய்யப்படவில்லை.

இம்மாநாட்டின் நோக்கத்தை அதன் முழக்கங்களே எடுத்துக்காட்டுகின்றன – “எங்கள் நிலம், வாழ்வாதாரம் மற்றும் அடையாளத்தின் பாதுகாப்பு,” “இடப்பெயர்ச்சி இல்லாத வளர்ச்சி மற்றும் வனப்பாதுகாப்பு.” நாட்டின் பல பகுதிகளில் நடந்துவரும் எங்கள் சமூகத்தின் மீதான தாக்குதல்களை எதிர்ப்பதற்காகவும், எமது உரிமைகளுக்காகப் போராடுவதற்காகவும் அடக்குமுறைகளை எதிர்கொண்டுவரும் நிலையில் இந்த மாநாடு நடத்தப்படுகிறது.

இந்த மாநாடு பழங்குடி சமூகங்கள் எதிர்கொள்ளும் பிரச்சனைகளை முன்னிலைப்படுத்தி, எமக்கு எதிரான தாக்குதல்களை எதிர்கொள்வதற்கான ஒரு போக்கை வகுக்கும். இந்தியா முழுவதிலும் உள்ள பழங்குடியின சமூகங்களின் தலைவர்களிடையே விழிப்புணர்வை உருவாக்குவதற்கும், கருத்து பரிமாற்றத்திற்கும், இந்த எதிர்ப்பியக்கத்தை வளர்ப்பதற்கும் அவர்களை ஒரு குடையின்கீழ் கொண்டுவருவதற்கான முன்மொழிவை இம்மாநாடு பரிசீலிக்கும்.

On May 21, 2023 leaders of tribal communities from different states will assemble in Vishakhapatnam (Andhra Pradesh) in an All India Tribal Convention to consider increasing attacks against tribals in different parts of the country.

Leaders of tribal communities from Andhra Pradesh, Telengana, Odisha, Jharkhand, West Bengal, Bihar, UP and Northeast states of Tripura and Manipur are expected to participate in the day long Convention. More than 750 leaders and activists are expected to participate in this Convention. Opening address at the Convention will be given by noted tribal writer and journalist and former member of Jharkhand Women’s Commission, Dr. Vasavi Kiro. Inaugural session will also be addressed by Vemulapalli Venkataramaiah, President of All India Kisan Mazdoor Sabha (AIKMS) and P. Trinadhrao Advocate and writer on tribal issues. A Reception Committee with Shri E.A.S. Sarma (Former Secretary, Govt. of India) as Hony. President and Ramana Murty as President will receive and welcome the participants.

This Convention is being organized in the backdrop of rising attacks against our tribal communities. Our lands are being taken away, our livelihood is being snatched and there are concerted attacks on our identity, our culture and our languages. Attempts are being made for our forcible assimilation. Our anti-colonial heroes are ignored and despicable attempts are being made to sow discord and conflict among us.

To take away our resource rich land and hand it over to foreign and domestic corporate, Central Govt. has made Forest Conservation Rules, 2022, has amended Forest Policy and is seeking to amend Forest Conservation Act. The whole thrust of these changes is to deprive us even of any say in our own displacement and to further empower Govt. machinery including forest guards to suppress and oppress us. On the other hand, implementation of Forest Rights Act, 2006 has been very tardy though this Act made as a result of our long drawn struggles and claimed to undo historical injustice perpetrated against us. Now rights are under the Act are being snatched away. Implementation of Panchayat (Extension to Scheduled Areas) Act 1996 (PESA) has also not been proper.

Further attacks against our lands have benn intensified in the name of wild life sanctuaries.

The thrust of the Convention is epitomized by its slogans – “Protection of Our Land, Livelihood and Identity” & “Development without displacement and Protection of Forests.” The Convention is being held when our communities are facing repression in several parts of country for resisting attacks and fighting for our rights.

This Convention will highlight the problems faced by tribal communities and chart out a course for resistance to face attacks against us. The Convention will consider a proposal to bring leaders of tribal communities from all over India into a Forum for developing awareness, articulating our concerns and building up movement for this resistance.
